According to the NAPK, this coherence is insufficiently reflected in the current system of subsidies, policy, and implementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The organisation identifies bottlenecks such as fragmented governance between government levels and funds, declining local infrastructure, a vulnerable transition from education to professional practice, and a funding model that offers little stability. These factors reinforce each other and limit the scope for development for both creators and institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Director Mirjam Terpstra (NAPK):<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur sector functions as one system, but policy and funding are still too fragmented.
