Mutsaers studied Communication Science at Radboud University Nijmegen and until recently was Head of Music at Spotify Benelux. Before that, he was, among other things, CEO at Mojo Concerts and station manager at public radio stations NPO 3FM and NPO FUNX. During that period, he organised several editions of the Red Cross fundraising campaign '3FM Serious Request'. He was also Creative Director at Universal Music Netherlands and Sony Music Benelux. Recently, he joined music agency Agents After All.

In recent years, Mutsaers was a member of Supervisory Boards of broadcaster BNNVARA and the Metropole Orkest and chairman of the Stichting Edisons Pop. He is also a jury member for various pop awards and co-founder and first chairman of the Pop Coalition. In addition, Wilbert enjoys dedicating himself to cultural life and heritage, including as a member of the Advisory Board of the historical fortress island Pampus. From time to time, Wilbert writes about culture, music and media.

Wilbert Mutsaers on his appointment: "The Netherlands benefits from a strong and connecting cultural sector. I am happy to contribute to this together with the other councillors. In particular, the media can count on my attention."

Mutsaers announced that, prior to joining the Council for Culture, he is stepping down as a member of the Supervisory Board of BNNVARA and the Metropole Orchestra. He is also resigning the jury membership of several pop awards, as well as his membership of the Pop Coalition.

The Council for Culture further consists of the following members: Kristel Baele (chair), Stef Avezaat, Deirdre Carasso, Nancy Jouwe, John Olivieira-Siere, Edo Righini and Ellen Schindler.
