Jouwe studied General Literature at Utrecht and York Universities and specialises in Women's Studies and Cultural History. She has worked extensively both academically and socially on the themes of women's rights, slavery history, transcultural exchange and heritage in a postcolonial context. Among other positions, she was director at Stichting Papua Cultureel Erfgoed (PACE) and artistic director at Kosmopolis Utrecht. Since 2019, she has been co-chair of the Supervisory Board of Mama Cash, fund for women, of which she was previously deputy director. She also taught at the University of Utrecht and at the Hogeschool Amsterdam, the Willem de Kooning Academy and the Hogeschool voor de Kunsten Utrecht, where she has held a fellowship since 2022 as a result of research into the city of Utrecht's slavery past.
Within the cultural sector, she is active as a curator, researcher, consultant and programme maker. For instance, she was involved in various programmes and exhibitions at the Rijksmuseum, the National Museum of World Cultures, the Centraal Museum Utrecht, the Aboriginal Art Museum and the Bijlmerparktheater. She was also a co-founder and director at Framer Framed and a supervisor at several cultural institutions, such as BAK Utrecht. In 2021, she was a member of the joint advisory committee Nationaal Museum Slavernijverleden of the Amsterdam Arts Council and the Council for Culture. She was previously a member of various committees at, among others, the Mondriaan Fund, the municipalities of Utrecht and The Hague and the Movies that Matter film festival.
